Community Voice Advisory Board (CVAB)
The Community Voice Advisory Board is a group of individuals with lived experience who ensure that community perspectives shape the direction of the SC Roadmap. Their insights help identify real needs, guide decision-making, and promote health across initiatives. By elevating authentic voices, the board fosters trust, accountability, and relevance in every step of the work. Members serve as advocates and advisors, ensuring that strategies are grounded in the realities of those most impacted. Their involvement is essential to building a more inclusive, responsive, and community-driven approach to systems change in South Carolina.

Ken Baxter
Patient Engagement Studio
Kenneth E. Baxter, Sr. is a community leader, veteran, and retired AT&T manager from Greenville, SC. He serves on multiple boards including New Horizon Family Health Care and the Greenville County Library Board. A graduate of Voorhees College and Columbia College, Kenneth is active in civic, fraternal, and faith-based organizations, committed to service and mentorship in his community.
Sebastian Villacis
PASOs Prisma Health
Sebastian Villacís is the Program Manager for the PASOs Program at Prisma Health, leading CHWs in the Upstate and Midlands. With over 15 years of healthcare experience, he supports Hispanic/Latino families through advocacy and community partnerships. A native of Colombia and graduate of Greenville Technical College and Lander University, Sebastian also serves as vice chair of the Greenville Hispanic Alliance Health Team.

Nikita Jackson
North Central Family Medicine
Nikita Jackson is the Outreach Supervisor at North Central Family Medicine, managing a team of Community Health Workers serving Rock Hill and surrounding communities. A former Rock Hill City Council member, she is a dedicated advocate for equity, civic engagement, and community health. Nikita serves on numerous boards, including South Carolina Community Health Worker Association (SCCHWA), and is committed to empowering underserved populations through leadership and action.
Mandy Halloran
ABLE SC
Mandy Halloran is the Director of Public Health and Disability Integration at Able SC. She ensures public health programs are accessible for people with disabilities and leads statewide coalitions to advance health equity. A USC graduate and certified Peer Support Specialist, Mandy serves on multiple state advisory boards and champions inclusive, community-based health initiatives.
Lizzy Van Harn
MORE Justice
Lizzy Van Harn is the Executive Director and Lead Organizer of MORE Justice (Midlands Organized Response for Equity and Justice). A graduate of Hope College in Michigan with degrees in Social Work and Spanish, Lizzy is passionate about faith-based organizing and empowering communities to advocate for equity and justice.

Lillie Fox
Center for Community Health Alignment (CCHA)
Lillie Fox, BSW, MA, is a Certified Community Health Worker with over 40 years of community service experience. A graduate of Coker University and South University, she has dedicated her career to supporting families, mentoring youth, and addressing maternal and child health. Lillie has received numerous awards for her leadership, including the Algernon Sydney Sullivan Award for outstanding community service.
Brenda Perkins
Browns Ferry Community Outreach
Brenda Dozier Perkins is the Founder, CEO, and President of Browns Ferry Community Outreach, a 501(c)(3) in Georgetown, SC, dedicated to connecting residents with essential resources. A Certified Community Health Worker with over 28 years in healthcare, she leads programs for seniors and youth while actively serving at St. Paul AME Church. Her motto is “Love is what love does.”
Darnell McPherson
Darlington County First Steps
Darnell Byrd McPherson is the Executive Director of Darlington County First Steps, serving for 16 years. A dedicated advocate for early childhood development, she has also led Head Start and Early Head Start programs in Mississippi and South Carolina. Recognized for her civic leadership, Darnell lives by the motto: “Leave the world a little better than you found it.”
Justine Roberts
Performing Arts & Science Academy
Justine Roberts is the Founder and CEO of the Performing Arts & Science Academy (PASA) in Marion, SC. A New York native and professional dancer trained at Alvin Ailey and NYU, she founded PASA to combine performing arts and STEM education. Under her leadership, PASA became a 501(c)(3) nonprofit and a 21st Century Grant recipient, serving youth across South Carolina.
Selena Tisdale
Eli Collins Foundation
Selena Tisdale-Shaw, MBA, is a Certified Community Health Worker, postpartum doula, and Founder/CEO of the Eli Collins Foundation for Premature Babies, a nonprofit supporting families through their preemie journey. A native of Kingstree, SC, she earned her MBA from Webster University. Selena has led community health initiatives addressing maternal, mental, and child health disparities through culturally responsive programs and partnerships.

Anne Sanderson
Family Connection of South Carolina
Anne Lowry Sanderson, a member of the Lumbee Nation, is a Tier III Certified Community Health Worker with a career focused on Native and rural population health. She currently works with Family Connection of South Carolina, supporting families of children with special needs. Anne holds master’s degrees in Organizational Leadership and Business Administration from UNC Pembroke and a Nonprofit Management Certificate from Duke University..
LaShandra Morgan
Orangeburg County
Dr. LaShandra N. Morgan is the Executive Director of Breathe Easy SC, Board Chair of Growing COB, and leader of the CABOB Alliance. A Community Health Worker and public health advocate, she focuses on amplifying community voice in medically underserved populations across South Carolina’s Lowcountry. Her work spans health policy, food sovereignty, and the intersection of arts and health, guided by Results-Based Accountability to ensure meaningful community impact.
Shanice Willingham
South Carolina Region 3 Housing Authority
Shanice Willingham is the Director of Supportive Services at South Carolina Regional Housing Authority #3, leading initiatives in workforce development, financial capability, and resident leadership. With over a decade of cross-sector experience, she is passionate about empowering residents and strengthening partnerships to create lasting community change. Shanice holds a bachelor’s degree from USC Upstate and an MBA from Claflin University. She is also a proud wife and mother.
